Steven "The Owl" Jerome Foster departed this life on Thursday, April 23, 2026. He was born on October 22, 1952, to Jeremiah and Aida Foster in Bristol, Virginia.

Steven retired from Raytheon and Sheers. He enjoyed being outside, often spending his free time hunting or fishing.

He was preceded in death by his parents, Jeremiah and Aida Foster; paternal grandparents, Jay and Edna Foster; and maternal grandparents, Dave and Martha Hamilton.

To cherish his memory, Steven leaves behind his daughters, Sofia Foster and Sadie (Dwayne) Powell; grandchildren, Yvonne Rutledge, Kiysahwn Foster, Mercedes Powell, Lové Powell, Nysaiah Foote, and Destiny Powell; great-grandchildren, Janessa Rogers and Jalea Rogers; siblings, Jerry (Jackie) Foster, Patricia (Rev. William) Austin, and Edna Tabor; and many nieces, nephews, cousins, and friends.
